Thirty years of building futures.
Future Light Organization (FLO) is a Cambodian non-profit organization dedicated to helping vulnerable children overcome adversity and build brighter futures through education, nurturing care, and long-term personal development.
From a refugee camp to a home for a hundred children.
Founded in the aftermath of war and displacement, FLO continues to transform lives through education, care, dignity, and hope.

A refuge in the camps
FLO’s roots trace back to the Khmer People Depression Relief Centre, founded by Phaly Nuon and Hem Soeurn in a refugee camp on the Cambodian–Thai border. The center supported women and children affected by trauma and displacement in the aftermath of the Khmer Rouge period.

Future Light is born
Following the repatriation of Cambodian refugees, Phaly Nuon and Hem Soeurn returned to Phnom Penh with children in their care and established Future Light Orphanage.

A broader mission
Future Light Orphanage was renamed Future Light Organization (FLO) to reflect its broader mission of supporting vulnerable children and families beyond orphan care. In the same year Phaly’s son, Sothero Nuon, took up her work as President, having served the organization since 1997.

Today
Her legacy, carried on
Phaly Nuon devoted her life to helping children overcome adversity through education, care, and compassion. Today that work continues at both centers.
To empower vulnerable children through education, care, and opportunity, to become independent and responsible members of society.
A Cambodia where every child, regardless of their background, has the opportunity to learn, grow, and build a future filled with dignity and hope.
Our values.
-
Compassion
Every child is met with dignity, patience, and understanding — whatever they have already lived through.
-
Education
Learning is the surest route out of poverty, and the one thing no one can take away again.
-
Independence
Our measure of success is a young adult who no longer needs us.
Three things, every single day.
Educate
Public school access, English and computer classes, tutoring, and pathways to university or a trade.
Nurture
A safe home, three meals a day, healthcare, and adults who know each child by name.
Care
Emotional support, mentoring, life skills, and a family-like environment that builds confidence.
The true success of FLO is measured not only by the children we care for today, but by the adults they become tomorrow.
Since 1995, hundreds of former FLO children have completed their education, entered the workforce, supported their families, and become active contributors to Cambodian society. Their journeys reflect the power of education, stability, and long-term support.
