FLO is guided by a Board of Directors and an executive team committed to the organization’s mission, values, and daily responsibility toward the children.
FLO is governed by a Board of Directors and run day to day by a small management team, all of them based at the centers.
Sothero Nuon is the son of FLO founder Mrs. Phaly Nuon. A survivor of the Khmer Rouge era, he has served FLO since 1997 as a teacher, advisor, and leader. Since 2012, he has continued his mother’s legacy, dedicating his life to supporting vulnerable children.
Virasy Yit joined FLO in 2007 and has dedicated his career to supporting vulnerable children. Since 2021, he has served as Executive Director, helping to carry forward FLO’s mission with compassion and commitment.
Phannarin Keo joined FLO in 1997 as a volunteer computer teacher and later became a trusted advisor to founder Mrs. Phaly Nuon. For over 25 years, he has supported FLO’s mission of providing vulnerable children with education, opportunity, and hope.
Kimsrornn Phoeun oversees the administration of FLO’s centers and lives at the Phnom Penh center. Affectionately regarded by the children as the center’s “mother,” she manages daily life and provides care, guidance, and support around the clock.
The Executive Board is responsible for making the most important strategic decisions for FLO and providing overall guidance for the organization.
Together with teachers, caregivers and support staff, the team works every day to support the children’s care, education, emotional well-being, and healthy development.
